Fuliza Eligibility Requirements

Everything that determines whether you can access Fuliza, and what separately determines how large your limit becomes.

01Core Requirements to Access Fuliza

02What Affects Your Actual Limit Amount

Meeting the requirements above makes you eligible for Fuliza, but the size of your limit is a separate calculation based on your ongoing behaviour:

Fuliza repayment historyTimely repayment is consistently cited as the single biggest factor in limit growth.

Savings behaviourConsistent saving without frequent withdrawal (including M-Shwari/KCB M-Pesa) signals stability.

Use of other Safaricom servicesVoice, data, and airtime usage feed into the same overall activity profile.

03Accepted ID Types

  • Kenyan national ID — the most common route to Fuliza eligibility.
  • Kenyan passport — accepted for M-Pesa lines registered this way.
  • Military ID — accepted for serving members of the armed forces.
⚠️M-Pesa lines registered with a foreign passport are not currently eligible to opt in to Fuliza.

04Activation Doesn't Guarantee a Limit

It's possible to successfully opt in to Fuliza and still be assigned a limit of KES 0 initially, especially for newer M-Pesa lines. This isn't an error — it reflects Safaricom's ongoing, automatic review process, which typically re-evaluates every few months based on updated activity.
